Step 1-Verify DynamicBudgets.Windows.Client.exe.config file provides access to this functionality.
Step 2-In notepad, if necessary, edit the file. It should read as follows (see red box in tutorial/user guide) 

Purpose:  This functionality allows you to split 2 screens multiple ways.
1. Move a tab to another monitor
2.  Have 2 tabs in one monitor horizontally or vertically displayed 4 ways.
